Regarding the HighToc and the VarioEl, we are not able to rule on their classification. They may use optical radiations to perform significant parts of the analysis. Regarding the Macro N and Rapid N, the liquids or solids, such as milk or meat, are burned, the nitrogen compounds are reduced to molecular nitrogen, and the concentration is measured with a thermal conductivity detector, which gives out a proportional electric measuring signal. The general rate of duty will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
