Styles ZY98006-1A and ZY98006-2A are 65% cotton 35% polyester string-knit mittens with folded over ribbed knit cuffs. The mittens feature a knitted fabric snowman sewn on the glove backside. The two mitten styles are the same except for the coloration of the snowman’s scarf and hat. Style ZY-98006-2 is a children’s size scarf approximately 40 inches long and 3 1/2 inches wide constructed of a 65% cotton 35% polyester knitted fabric. The scarf features knitted fabric snowmen sewn on both ends. The last item is a decorative mantle shelf cover approximately 70 inches long and 10 inches wide with 8 inch points onto which a hanging bell is attached on the point tips. The mantle shelf cover is constructed of a woven polyester fabric with various celestial objects silk screen printed on the face of the body.

Dear Mr. Carrier: In your letter dated December 17, 1998, you requested a classification ruling. Four samples were submitted for review. Styles ZY98006-1A and ZY98006-2A are 65% cotton 35% polyester string-knit mittens with folded over ribbed knit cuffs. The mittens feature a knitted fabric snowman sewn on the glove backside. The two mitten styles are the same except for the coloration of the snowman’s scarf and hat. The duty rate will be 9.8 percent ad valorem. The duty rate will be 10 percent ad valorem. Styles ZY98006-1A and ZY98006-2A fall within textile category designation 331, style ZY98006-2 falls within textile category designation 359 and the mantle shelf cover within textile category designation 666. Based upon international textile trade agreements products of China are subject to quota and the requirement of a visa. The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes. To obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report on Current Import Quotas (Restraint Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
