Dear Mr. Meyer: In your letter dated July 10, 1998, on behalf of The Right Start, Inc., Westlake Village, California, you requested a tariff classification ruling. The samples submitted are a baby carrier and a toddler shield/guard. The baby carrier is designed for a person to carry a baby on the front side of their body. It is made of 100 percent cotton woven fabric with the back portion padded. It has padded adjustable shoulder straps and an adjustable web fabric waist belt.
