The merchandise under consideration involves network workstation processors which are known as the Viewpoint TC 100, Viewpoint TC 125, and the Viewpoint TC 200. These workstation processors are designed to operate within an automatic data processing (ADP) machine system. The Viewpoint TC 100 processor unit provides various automatic data processing features. Four TELNET sessions increase user productivity, providing access to more applications and information at a given time. Viewpoint TC 100 can be used with any size SVGA monitor to fit diverse space requirements. It also is capable of color to monochrome applications. Ethernet protocols include TCP/IP, PPP, DNS, SLIP, and DHCP. The Viewpoint TC 100 can be interfaced with a PC 101 key style keyboard, and an ADP Color Monitor. The Viewpoint TC 125 processor unit provides eight TELNET sessions to increase user productivity while providing more applications and information at a given time. The Viewpoint TC 125 provides connectivity using standard ethernet protocols as indicated for the Viewpoint TC 100 processor. Integrators can also utilize 10BaseT configurations or opt for 10Base2, 100BaseT, or Token Ring interfaces. The TC 125 can be interfaced with a VT 108 key ANSI style keyboard, and an ADP Color Monitor. The Viewpoint TC 200 processor works in conjunction with Microsoft Hydra or Citrix WinFrame software and enables users to work in current and future versions of Windows allowing access to 16/32 bit Windows 3.x,95 and NT applications. Using ICA technology, Hydra and WinFrame deliver Windows NT advantages including multitasking, multithreading, C2 security, and multi- processor support. Dear Mr. Schau: In your letter dated April 9, 1998, on behalf of Boundless Technologies, you requested a tariff classification ruling. The merchandise under consideration involves network workstation processors which are known as the Viewpoint TC 100, Viewpoint TC 125, and the Viewpoint TC 200. These workstation processors are designed to operate within an automatic data processing (ADP) machine system. The Viewpoint TC 100 processor unit provides various automatic data processing features. These units have common digital personal computer (PC) qualities which include an Intel x86 digital microprocessor; memory in the form of DRAM, VRAM, EDO, and Flash; BIOS; an internal power supply, and Serial Parallel and Ethernet ports. The importer plans to import these network workstations processors in an ADP "system format" as indicated in Subheading Note 1 of Chapter 84, HTS. The imported ADP units will include a digital microprocessor, an input unit (keyboard), and an output unit (color computer monitor). The applicable subheading for the Viewpoint TC 100, 125, and the TC 200 network digital processors when imported as a system will be 8471.49.1095, Harmonized Tariff Schedule of the United States (HTS), which provides for digital processing units entered with the rest of a system, whether or not containing in the same housing one or two of the following units: storage units, input units, or output units. The rate of duty will be free. The applicable subheading for the ADP keyboard when imported as a system, whether or not containing in the same housing one or two of the following units, storage units, input units, or output units, will be 8471.49.2100 HTS, which provides for other keyboard units. The rate of duty will be free. The applicable subheading for the ADP Color Monitor when imported as a system, whether or not containing in the same housing one or two of the following units, storage units, input units, or output units will be 8471.49.2600, HTS, which provides for other display units with color cathode ray tube. The rate of duty will be 0.5 percent ad valorem. The ADP Color Monitor would be eligible for duty free entry if the requirements of the General System of Preferences (GSP) are met. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
