Dear Mr. Maile: In your letter dated February 10, 1998, you requested a tariff classification ruling for a zippered pouch. The sample submitted, no style number indicated, described as an "Identification Holder", is a zippered pouch of a kind similar to a coin purse. The pouch is manufactured of a clear PVC plastic sheeting material. It measures approximately 4 1/4" x 4 1/4". The pouch is secured by mean of a PVC tongue and groove slider type closure. At the end of the zippered closure is an affixed split metal key ring. The applicable subheading for the zippered pouch of PVC plastic sheeting will be 4202.32.2000, Harmonized Tariff Schedule of the United States (HTS), which provides for articles of a kind normally carried in the pocket or in the handbag, with outer surface of sheeting of plastic, other. The rate of duty will be 20 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
