Dear Mr. Davila: In your letter dated November 3, 1997 on behalf of Frisas Forjados you requested a tariff classification ruling. The items to be imported are described as a forged tube connectors. Manufactured by the ring rolling process, these connectors undergo polishing subsequent to the forging operation. They are made of nonalloy steel(Grade 10XX). As per information provided to this office, these connectors (or couplings) will be used for the connection of pipes in the oil and petrochemical industries. The applicable tariff provision for the forged tube connector will be 7307.99.50, Harmonized Tariff Schedule of the United States Annotated (HTSUSA), which provides for tube or pipe fittings (for example couplings, elbows, sleeves), of iron or steel, other, other, other. The general rate of duty will be 5.1 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 CFR 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
