Dear Mr. Wiskin: In your letter dated October 30, 1997 you requested a tariff classification ruling on behalf of Wilderness Trading Co., Limited. You submitted pictures of various throws and a breakdown of the design lines. The four design lines are "Troika", "Chinchilla", "Tsarine" and "Safari". You state that the front portion of the "Troika", "Chinchilla" and "Tsarine" design lines are made from a woven pile fabric mainly composed of acrylic. The back portion of these three lines is made from either acrylic, wool or rayon blends. The front portion of the "Safari" line will be made from a woven pile fabric from either rayon or acrylic blended fabrics. The back portion will be made from either acrylic or wool blended fabrics. One side of all the design lines is covered with a fake fur design pile fabric. All of the "Tsarine" line and some of the "Safari" line have fake fur pile fabric on both sides. The throws will measures approximately 56 x 72 inches. The fake fur side of the various design lines provides the essential character of the throws. Those styles that have only one fake fur side will be classified based on the textile material that predominates on that side. The throws with two fake fur sides will be classified under the heading which occurs last in numerical order among those which equally merit consideration. The applicable subheading for the "Troika", "Chinchilla", "Tsarine" (TZA-6, TZA-9, TZA-11, TZA-12 and TZA-13) and "Safari" (SAF-4, SAF-5, SAF-6 and SAF-7) lines will be 6304.93.0000, Harmonized Tariff Schedule of the United States (HTS), which provides other furnishing articles, excluding those of heading 9404: other: not knitted or crocheted, of synthetic fibers.
