The submitted sample, designated style number PL-5590, is a women's sleeveless upper body garment manufactured from a 65% cotton, 35% rayon woven fabric. This sleeveless garment features a full frontal opening secured by four fabric-covered buttons, a notched collar, a V-neckline, a full lining of an unspecified woven fabric, two welt pockets below the waist, and a straight, hemmed bottom. The applicable subheading for the garment is 6211.42.0056, Harmonized Tariff Schedule of the United States, which provides for other women's or girls' blouses, shirts and shirt-blouses, sleeveless tank styles and similar upper body garments, excluded from heading 6206, of cotton. The applicable rate of duty is 8.4%, ad valorem. The garment falls within textile category designation 341. Based on international textile trade agreements, products of China are subject to quota and the requirement of a visa. The designated textile and apparel category may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected.
