Ms. Annette McCormack Meijer, Inc. 2929 Walker Ave., N.W. Grand Rapids, MI 49544 RE: The tariff classification of a "Lookin' Good" shoulder bag, plastic comb and plastic mirror from China. Dear Ms. McCormack: In your letter dated October 30, 1997, you requested a tariff classification ruling. The sample submitted, identified as item 588957, described as a "Lookin' Good" shoulder bag with accessories, consists of a shoulder bag constructed of vinyl plastic sheeting, a plastic comb and a plastic mirror. The items are packaged together in a blister package with a header card printed with "Lookin' Good Shoulder Bag With Accessories" for ages 5 and up. Your sample is being returned as you requested. The applicable subheading for the shoulder bag of vinyl plastic will be 4202.22.1500, Harmonized Tariff Schedule of the United States (HTS), which provides for handbags, whether or not with shoulder strap, including those without handle, with outer surface of sheeting of plastic. The rate of duty will be 18.8 percent ad valorem. The applicable subheading for the plastic comb will be 9615.11.1000, HTSUSA, which provides for combs... of hard rubber or hard plastics... valued not over $4.50 per gross. The rate of duty will be 14.4 cents per gross plus 2 percent ad valorem. If the comb is valued over $4.50 per gross then the correct classification will be 9615.11.3000, HTSUSA, which provides for combs... of hard rubber or plastics... valued over $4.50 per gross, other. The rate of duty will be 28.8 cents per gross plus 4.6 percent ad valorem. The applicable subheading for the plastic mirror will be 3924.90.5500, HTSUSA, which provides for other household articles... of plastics, other, other. The rate of duty will be 3.4 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
