A gray (260KRD, 0.8 mm thick) and a white (280KRD, 0.9 mm thick), sample were made part of your inquiry. The nonwoven webs for these two materials are made up from 3.5 denier fibers which in themselves consist of bundles of 0.05 denier nylon staple fibers impregnated with a polyurethane plastic that has been modified with a polyester polymer. The material further goes through a NAOH reduction and a coagulation process. This coagulation process has not caused the fibrous nature of the nonwoven to be lost. The textile fibers simulate the collagen fibers found in natural leather. The materials are approximately 70% fiber to 30% plastic and were found to weigh about 285 grams per square meter, each. You indicate that this "raw material" will, after importation, be dyed and subsequently buffed to enhance the suede like quality of the material.

Dear Mr. Carter: In your letter dated September 18, 1997, you requested a classification ruling. The supplier is Han AAl Co., Ltd, Seoul, Korea. Two representative samples were submitted which were identified as "UMF". A gray (260KRD, 0.8 mm thick) and a white (280KRD, 0.9 mm thick), sample were made part of your inquiry. The nonwoven webs for these two materials are made up from 3.5 denier fibers which in themselves consist of bundles of 0.05 denier nylon staple fibers impregnated with a polyurethane plastic that has been modified with a polyester polymer. The duty rate will be 5 percent ad valorem. This merchandise falls within textile category designation 223. Based upon international textile trade agreements products of Korea are subject to quota and the requirement of a visa. The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes. To obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report on Current Import Quotas (Restraint Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office.
