Dear Mr. Wolper: In your letter dated September 10, 1997, you requested a tariff classification ruling. The subject article, model MA60, is a "FundaFlex" flexible post foundation. It serves as a flexible base for traffic signs which increases safety. It has the ability to spring-back after contact. Conventional rigid traffic signs cause personal injury, damage to vehicles and require high maintenance and repair budgets. It is made of ductile iron, plastic and steel.
