Dear Ms. Richards: In your letter dated August 28, 1997, you requested a classification ruling on behalf of your client, Ohio Bag Corp., 7020 Kennedy Boulevard, North Bergen, NJ 07047. You have submitted two samples. Style #P070-"Purse Mate" is a leather pouch measuring 6«" by 4 ". This lined article features a snap pouch on the front and closes with a zipper across the top. Style #P369-"Purse Mate" is a lined leather pouch measuring 7" by 8«". It features a zippered compartment on the front and it closes with a zipper across the top. Your samples will be returned as requested. The applicable subheading for the clutch purses, style #P070 and style #P369, will be 4202.21.6000, Harmonized Tariff Schedule of the United States Annotated, which provides for handbags, whether or not with shoulder strap, including those without handle, with outer surface of leather, of compositon leather or of patent leather, other, valued not over $20 each. The duty rate will be 10% ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations. A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
