You submitted samples of 3 packs of kitchen towels, a 12 pack of washcloths and 5 packs of dishcloths. All the items are constructed of 100 percent cotton terry toweling fabric and each pack is wrapped in a paper band. The towels in one of the 3 pack kitchen towel sets measure 15 x 26 inches, have a checkered design and a self fringe. The second pack of kitchen towels measure 15 x 25 inches and two edges are hemmed while the other two have a self fringe. They are blue in color and contain a checkered design. The washcloths are plain white and all four edges are hemmed. They measure 11 inches square. All of the dishcloths contain a checkered design. One pack is navy blue and the other is beige in color. The dishcloths measure 12 inches square and all four edges are hemmed.

You submitted samples of 3 packs of kitchen towels, a 12 pack of washcloths and 5 packs of dishcloths. The duty rate will be 8.9 percent ad valorem. The kitchen towels, washcloths and dishcloths fall within textile category designation 369. Based upon international textile trade agreements products of Pakistan are subject to quota and the requirement of a visa. Based on a CITA agreement effective September 9, 1997 items classified in category designation 369-O are not subject to visa requirements. The washcloths and dishcloths fall within category designation 369-O. The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes. To obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report on Current Import Quotas (Restraint Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
