A sample of the "Carters Stuffed Animal Travel Playmat", item #2433, was not available, however, you submitted a very similar model which is acceptable for classification purposes. The product consists of a quilted playmat, two bendable rods, three rattle and ring toy features, and a PVC carry bag. The quilted playmat is made of cotton/polycotton materials and measures 36" X 37". The quilt has sewn in activities including a mirror, rattles and textured fabrics. The rate of duty will be 20 percent ad valorem. At this time articles classified in HTS 9503.90.0045 and HTS 4202.92.4500 are not subject to quota restraints or visa requirements. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
