The instant sample, which was not identified as to style or quality number, consists of a woven polyester fabric (250D x 250D) that has been lightly coated on one surface with an aluminum pigmented acrylic plastics material. This coating is visible to the naked eye other than by a change of color. While you did not provide any detailed manufacturing data, it appears from a visual inspection of the instant sample, that the aluminum pigment seems to have been combined with the plastics substance prior to the coating of the fabric. Dear Mr. French: In your letter dated July 3, 1997, on behalf of Falcon Enterprises, you requested a classification ruling. The manufacturer is Japauto Products Company, Japan. The duty rate will be 8.2 percent ad valorem. This merchandise falls within textile category designation 229. Based upon international textile trade agreements products of Japan are subject to quota and the requirement of a visa. The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes. To obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report on Current Import Quotas (Restraint Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office.
