Dear Ms. Herrera: In your letter dated April 15, 1997, you requested a tariff classification ruling. The sample submitted with your letter was examined and disposed of. The product is a complete muffin batter composed of between 20-30 percent flour, 15-25 percent sugar, 10-20 percent water, 5-20 percent soybean oil, 5-10 percent high fructose corn syrup, 2-5 percent whole egg solids, 1-3 percent starch, 1-2 percent emulsifiers, 0.5-1 percent whey solids, and less than one percent each of gluten, salt, baking powder, flavors, potassium sorbate, citric acid/calcium acetate, and xanthan/guar gums.
