Dear Mr. Hollender: In your letter, received in this office November 20, 1996, you requested a tariff classification ruling. The sample submitted, style 8999002, described as a "Quiver", is a container of a kind similar to holsters and sheath of Heading 4202. The item is composed of polyvinyl chloride (PVC) plastic with a PVC sling-type handle and an opening at one end. Although the item is not a genuine "Quiver" it is a container of a kind designed to provide storage, protection, organization and portability to a child's personal effects. You have indicated that the item is designed to contain printed picture show programs for "Disney's World On Ice". The applicable subheading for the container of polyvinyl chloride PVC will be 4202.92.9040, Harmonized Tariff Schedule of the United States (HTS), which provides in part for other bags and containers, with outer surface of sheeting of plastic, other, other, other. The rate of duty will be 19.5 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
