Dear Mr. Murray: In your letter dated August 6, 1996, you requested a tariff classification ruling. The exporter is Dae Jin Synthetic Chemical Co., Ltd, Inchon, Korea. The instant sample, identified as "Knittlon 2", consists of an 81% cotton/19% polyester man-made fiber woven backing cloth (not knit per a recent telephone conversation with your office), that has been coated/laminated on one surface with a compact polyurethane plastics material. The rate of duty will be 4.8 percent ad valorem. This classification stands as long as the cotton component of the backing fabric remains more than by 50% by weight of such fabric. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
