The merchandise is a rolling ink stamp, item AGSS-03. This stamp will be part of the stationery kit, Write Stuff! The stamp is a plastic cylinder, 6 cm in diameter and 2.5 cm thick. The applicable subheading for the rolling ink stamps will be 9611.00.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for date, sealing or numbering stamps and the like, designed for operating in the hand. The rate of duty will be 4.3 percent ad valorem. Your letter also requested a ruling on paper punches. We are unable to issue a ruling on that item as we understand that the issue of the classification of that item is presently before Customs. The correct procedure in this case is to file for a further review of protest. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
