Dear Mr. Robie: In your letter dated June 12, 1996, you requested a tariff classification ruling. The primer bulb (represented in drawing number 147-6) is composed of EPDM rubber. The primer bulb is used in gasoline engines. When the bulb is depressed, fuel is pumped into the carburetor priming the engine before starting. The applicable subheading for the primer bulb will be 4016.99.6050, Harmonized Tariff Schedule of the United States (HTS), which provides for other articles of vulcanized rubber other than hard rubber, other. The rate of duty will be 4.2 percent ad valorem. Articles classifiable under subheading 4016.99.6050, HTS, which are products of India are entitled to duty free treatment under the Generalized System of Preferences (GSP) upon compliance with all applicable regulations, if the GSP is renewed. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
