Dear Ms. Hofhaug: In your letter dated May 14, 1996, on behalf Nancy Sales Co., you requested a tariff classification ruling. The submitted sample is a "Team Nascar USA" coin purse. The item is a novelty coin purse which resembles a car. It is manufactured of fabric backed cellular plastic material, has an internal split key ring and a dog leash belt clasp. The purse also features a zipper closure. The applicable subheading for the novelty coin purse will be 4202.32.1000, Harmonized Tariff Schedule of the United States (HTS), which provides for trunks, suitcases, vanity cases, attache cases, briefcases,...,of sheeting of plastics,...covered with such materials or with paper: Handbags, whether or not with shoulder strap, including those without handle: With outer surface of sheeting of plastic or of textile materials: With outer surface of sheeting of plastic: Of reinforced or laminated plastics. The rate of duty will be 12.1 cent/kg + 4.6 percent ad valorem. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
