Dear Mr. Lieberman: In your letter dated April 1, 1996, on behalf of Mickey Blumfield, Inc., you requested a tariff classification ruling. Style number 2121 is a woman's reversible coat constructed from 100% acrylic, knit pile fabric(fake fur) and poly vinyl chloride (PVC) material(solid black side). Both sides feature a hood ; long sleeves with elastic cuffs; a full front opening with a zipper closure; two, inset front slant pockets in the waist area (fur side); two front patch pockets in the waist area (PVC side); and a drawstring waist. On the fur side the placket area is finished with PVC material. Your sample is being returned. Neither side of this reversible coat provides the garment with its essential character. The duty rate will be 29.6% ad valorem. The coat falls within textile category designation 635. Based upon international textile trade agreements products of Korea are subject to quota restraints and the requirement of a visa. The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Since part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes, to obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report on Current Import Quotas (Restraint Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
