Dear Ms. Rickert: In your letter dated March 4, 1996, on behalf of LTD Commodities, you requested a tariff classification ruling. The submitted sample is a NFL stadium jacket consisting of an outer shell of pvc plastic material with polyurethane foam fill and a cotton lining. The jacket has long sleeves and an attached hood with a center zipper. It also features knit cuffs, two pockets, a full zippered closure and a draw string at the waist. You indicate that the unit value for the articcle will be $9.50, FOB.
