Dear Ms. Lasky: In your letter dated March 5, 1996 you requested a tariff classification ruling. The submitted sample, style number 420-163031, is a woman's sweater vest constructed from 55% ramie, 45% cotton, crocheted (front panels) and jersey knit fabric (back panel). The vest features a deep V-neckline; oversized armholes; a full front opening with 8 button closures. Decorative beads are sewn on the front panels. The neckline, armholes, placket and the bottom edge of the garment are finished with a crocheted scalloped trim. The essential character of the sweater vest is imparted by the crocheted front panels, Harmonized Tariff Schedules of the United States (HTS), General Rules of Interpretation (GRI), 3(b), noted. Your sample is being returned as requested. The applicable subheading for the sweater vest will be 6110.90.9042, Harmonized Tariff Schedule of the United States (HTS), which provides for women's sweaters, crocheted: of other textile materials: other. The duty rate will be 6% ad valorem. The garment falls within textile category designation 845. Based upon international textile trade agreements products of China are subject to quota restraints and the requirement of a visa.
