HC76 Main Street, Box 625 Jackman, ME 04945 RE: The tariff classification of samples from Canada. Dear Ms. Fountaine: In your letter dated February 2, 1996, on behalf of your client, Premoule Inc. (Ste. Foy, PQ, Canada), you requested a tariff classification ruling. The items in question are samples which your client, a Canadian producer of cabinets, doors, furniture and the like, will send to prospective U.S. purchasers of its products. The samples are intended to allow the potential buyers to see the actual colors and surface textures being offered on such products. A sample submitted with your inquiry is a keychain which holds six short (1 1/2") lengths of wood fiberboard moldings, as well as twenty-one 3" x 5" sheets of plastic laminate. All of the moldings and laminates have been drilled or punched with holes to allow them to be mounted on the chain. Each molding has been faced with a different type of plastic laminate, and has been stamped on the back with a style number. The 3" x 5" sheets of laminate, which represent a variety of available colors and textures, are individually printed on the front surface with your client's logo, along with a style number and name. The applicable subheading for the above-described samples will be 9811.00.60, Harmonized Tariff Schedule of the United States (HTS), which provides for any sample (except samples covered by heading 9811.00.20 or 9811.00.40), valued not over $1 each, or marked, torn, perforated or otherwise treated so that it is unsuitable for sale or for use other than as a sample, to be used in the United States only for soliciting orders for products of foreign countries. The rate of duty will be free. This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
