Three samples were submitted with your request: Style P7871HK32 (41797E) is a cosmetic bag approximately 6 1/2" long x 5 1/2" high x 2" wide. The bag has a zipper top closure. The interior has a main compartment with two side pockets all of PVC. The outer surface is a woven textile blend, 63% cotton, 37% acetate. Style P7871HK37 (41797E) is a cosmetic bag of exactly the same size and style as above. This bag has a nylon lining and the outer surface is a lace textile blend of 60% rayon, 40% nylon. Style P7872HK33 (4914) is a cosmetic bag approximately 7 1/2" long x 4" high x 5" wide. The applicable subheading for Style P7871HK37 (4179E) will be 4202.92.3030, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports and similar bags, with outer surface of textile materials, other, of manmade fibers. The rate of duty will be 20 percent ad valorem. Items classified under HTS 4202.92.1500 fall within textile category designation 369. Based upon international textile trade agreements, products of China are subject to visa requirements and quota restraints. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R.177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
