The sample submitted, no item number, is a leather water bottle holder. The item is approximately 10" long x 4" in diameter. This holder has a leather carry strap and a zippered compartment at the bottom. This item has a composite outer surface of leather (4") and nylon netting (6"). The essential character of the outer surface is imparted by the leather. The applicable subheading for the bottle holder will be 4202.91.0030, Harmonized Tariff Schedule of the United States (HTS), which provides for travel, sports and similar bags, with outer surface of leather. The rate of duty will be 6.8 percent ad valorem. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R.177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
