The merchandise is a combination padlock, 6 cm wide, not of cylinder or pin tumbler construction. The shackle and mechanism are made of steel and the body of the lock is made of plastic. It is the opinion of this office that the steel parts constitute the essential character of the lock. The applicable subheading for the padlock will be 8301.10.4000, Harmonized Tariff Schedule of the United States (HTS), which provides for padlocks and locks, of base metal, padlocks, not of cylinder or pin tumbler construction, over 3.8 cm but not over 6.4 cm in width. The rate of duty will be 3.8 percent ad valorem. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported. If the documents have been filed without a copy, this ruling should be brought to the attention of the Customs officer handling the transaction. Sincerely, Jean F.
