The two straps fulfill the function of supporting the arm and immobilizing the shoulder.

The articles to be imported are a clavicle splint and a shoulder immobilizer. The clavicle splint is a device used to immobilize the collar bone. It consists of two stockinette covered felt pads with rigid web straps attached and two "prong buckles". The two pads are 15 inches long, 3 inches wide and 5/16 of an inch thick. The rate of duty will be 5.8 percent. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
