ESSENTIAL OIL HTS RATE Garlic essential Oil 3301.29.5027 Free (allium sativum) Geranium essential oil 3301.21.0000 Free (pelargonium graveolens) Ginger essential oil 3301.29.5050 Free (zingiber officinale) Eucalyptus essential oil 3301.29.1000* 2.8 percent (eucalyptus globulus) ad valorem* * Eucalytus essential oil is subject to a temporary modification of the provisions in the tariff schedule established pursuant to trade legislation. Eucalyptus essential oil is covered under 9903.10.34 which provides for a rate of duty of 2.1 percent ad valorem. The effective period ends at the close of December 31, 1994. Your inquiry does not provide enough information for us to give a classification ruling on Elemi Oil (canarium species), under the HTS. Your request for a classification ruling should include a flow chart showing the manufacturing process, and a clarification as to whether the product is an extracted or prepared oleoresin, or whether it has been further processed and distilled to produce an essential oil. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
