Dear Mr. Fields: In your letter dated March 8, 1994 you requested a tariff classification ruling. You submitted two representative swatches of a flat woven carpet. The carpets will be made in a blend of 70 percent sisal and 30 percent wool yarns or 63 percent sisal and 37 percent wool yarns. Both blends will have a latex backing. As indicated in your letter the carpets will measure 2 meters wide and will be cut to specific lengths in the United States. The applicable subheading for the carpets will be 5702.59.2000, Harmonized Tariff Schedule of the United States (HTS), which provides for carpets and other textile floor coverings, woven, not tufted or flocked, whether or not made up, including "Kelem", "Schumacks", "Karamanie" and similar hand-woven rugs: other, not of pile construction, made up: of other textile materials: other. The rate of duty will be 5.3 percent ad valorem. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
