Product description
The submitted sample, style 5457, is a blouse with an attached scarf and scarf clip. The blouse and scarf are constructed from 100 percent woven polyester fabric. The long sleeved blouse features shoulder pads, epaulettes, a collar and a full front opening secured by five buttons. The contrasting print scarf is 31 1/2 inches square and is tacked to the blouse at the center back by two stitches. A metal clip decorated with a plastic pearl holds the scarf together in the front. The blouse and scarf will be packaged and sold together and therefore meet the definition of a set. The scarf clip, although sold with the blouse, is not considered to be part of the set. As requested, your sample will be returned to you.

The submitted sample, style 5457, is a blouse with an attached scarf and scarf clip. The blouse and scarf are constructed from 100 percent woven polyester fabric. The long sleeved blouse features shoulder pads, epaulettes, a collar and a full front opening secured by five buttons. The contrasting print scarf is 31 1/2 inches square and is tacked to the blouse at the center back by two stitches. A metal clip decorated with a plastic pearl holds the scarf together in the front. The blouse and scarf will be packaged and sold together and therefore meet the definition of a set. The scarf clip, although sold with the blouse, is not considered to be part of the set. The rate of duty will be 28.6 percent ad valorem. The applicable subheading for the scarf clip will be 7117.90.5000, Harmonized Tariff Schedule of the United States (HTS), which provides for imitation jewelry: other: other: valued over 20 cents per dozen pieces or parts. The rate of duty will be 11 percent ad valorem. The blouse falls within textile category designation 641 and the scarf falls into textile category designation 659 under subheading 6214.30.0000. Based upon international textile trade agreements, products of Korea are subject to a visa requirement and to quota restraints. The designated textile and apparel category may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Since part categories are subject to frequent renegotiations and changes, to obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report On Current Import Quotas (Restraint Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
