The # 5000-44 L2 Planner is a looseleaf book consisting of a zippered 6" x 9" fabric cover that contains a permanently mounted metal six-ring binder holding numerous paper pages. The essentially blank, variously captioned pages are divided into several sections (e.g., planning calendar, telephone/address directory, projects, notes, finances, etc.), which together are designed to help the user organize his or her activities. The interior of the cover also features some storage pockets, one of which has a zipper closure. Dear Mr. Bernstein: In your letter dated January 3, 1994, you requested a tariff classification ruling. Samples of three "planners" and one "trapper" were submitted and will be retained for reference. A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
