All three items are made in a blend of 65 percent cotton and 35 polyester terry toweling knit fabric. The washcloth measures approximately 9-1/4 inches square and the edges are finished with a yellow overcast stitch. The hooded towel measures approximately 26-1/2 inches by 30 inches and the edges are finished with a narrow strip of yellow woven fabric. One corner of the towel has a triangular piece forming a pocket. This pocket is used as a hood to cover an infant's head after a bath, while the rest of the towel is used to dry off or to cover the infant. On this pocket appear the words "Baby Lamb Chop" and an applique of the face of the character. The washmitt measures approximately 7-1/2 inches by 9 inches and the edges are finished with a thin strip of yellow woven fabric. The front portion of the mitt is printed with the words "Baby Lamb Chop" and the character. There is an opening at the bottom of the mitt, used to accommodate the insertion of a hand. All three samples are being returned.

Dear Ms. Cormier: In your letter dated December 29, 1993 you requested a tariff classification ruling. The submitted bath set identified as item # 0702, consists of a hooded towel and a washcloth. Based upon international trade agreements, products of China are subject to quota and visa requirements. The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Since part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes, to obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report On Current Import Quotas (Restraint Levels),an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
