Product description
The drum lifter is attached to a fork-lift truck and used to grasp and hold a metal drum utilizing the lip in the top of the drum. A mechanical linkage in the drum lifter causes a spring-loaded support arm to be drawn against the inside surface of the lip as the device is raised by the fork-lift truck. The force exerted by the support arm against the lip is dictated by the weight of the drum. Lowering the drum to the ground causes the mechanism to automatically release.

PO Box 1689 Oroville, WA 98844 RE: The tariff classification of a fork-lift drum lifter from Canada Dear Ms. Olsufka: In your letter dated October 29, 1993 on behalf of Chemonics Industries you requested a tariff classification ruling. The drum lifter is attached to a fork-lift truck and used to grasp and hold a metal drum utilizing the lip in the top of the drum. A mechanical linkage in the drum lifter causes a spring-loaded support arm to be drawn against the inside surface of the lip as the device is raised by the fork-lift truck. The force exerted by the support arm against the lip is dictated by the weight of the drum. Lowering the drum to the ground causes the mechanism to automatically release. The applicable subheading for the fork-lift drum lifter will be 8431.20.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for parts suitable for use solely or principally with the machinery of heading 8427 (fork-lift trucks). The rate of duty will be free. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
