Dear Mr. Sias: This classification decision under the Harmonized Tariff Schedule of the United States (HTS) is being issued in accordance with the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). DATE OF INQUIRY : January 20, 1992 ON BEHALF OF : F.W. Woolworth Co. DESCRIPTION OF MERCHANDISE : Item #246/N1 ("School Kit") consists of a pencil sharpener, a pencil, a metal compass with pencil, a plastic protractor and a 12" plastic ruler. The five items are blister packed on a cardboard backing. HTS PROVISION : Other drawing instruments HTS SUBHEADING : 9017.20.8090 RATE OF DUTY : 5.8% ad valorem OTHER : The sample of Item #246/N1 will be returned as requested. A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
