DATE OF INQUIRY : July 12, 1991 ON BEHALF OF : Parkway Machine Corporation DESCRIPTION OF MERCHANDISE : The item, number 2044-C-111, is known as "Junior Playing Cards" made of paper. The 1 1/2 inch cards will be sold as a novelty article through vending machines. HTS PROVISION : Other toys (except models), not having a spring mechanism HTS SUBHEADING : 9503.90.6000 RATE OF DUTY : 6.8 percent ad valorem A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
