The core assembly of the electro photographic printer forms an electrostatic latent image on the drum, and then develops it into a visible image with the toner. This unit then cleans itself for the repetition of this cycle. The essential character of this laser toner cartridge assembly appears to be as a part for the laser printer in view of the mechanical components incorporated within the cartridge.

Dear Ms. Greser: In your letter dated May 31, 1991, on behalf of Neamco Office Products Inc., you requested a tariff classification ruling. The merchandise under consideration is a laser toner cartridge assembly which is known as the Canon LBP EP-Cartridge Photosensitive Drum Developer/Cleaner Assembly. This unit is composed of a photosensitive drum, black toner powder, a corona unit, a developer unit, and a cleaner blade. The toner powder of this unit cannot be removed, until the cartridge is forced to be broken. This laser toner cartridge assembly is used with the Hewlett Packard Laser Jet family of printers, and marketed as the Hewlett Packard-92295A (EP-S) cartridge.
