A sample was submitted, which will be retained for reference. It is a three-ring loose leaf binder, of chipboard covered with a grey unprinted textile, containing paper pages intended for extensive hand written notations for recording experiences while on a cruise. The pages are suitably printed with headings: Cruise Ship Memories, Notes, People Met, organized as Day One, Day Two, etc. There are also plastic pages with pockets for inserting photographs. The applicable subheading for "Cruise Ship Memories" will be 4820.10.2010, Harmonized Tariff Schedule of the United States (HTS), which provides for: Diaries, notebooks and address books, bound, of paper or paperboard. The rate of duty will be 3.2 percent. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
