The first three samples submitted are referred to as the "Rainy Day Assortment", Item #40123. All of the sets are designed to introduce children to the basics of knitting and weaving. The first kit, item 00420, allows the child to choose from 3 different knitting crafts and contains the following: a weaving loom, a square loom, a spool loom, crochet hook, one pair of knitting needles, a weaving shuttle, a plastic needle and assorted colored yarns. It is called 3 Knitting Crafts. The second article, item 00430, is a basket weaving set which includes: two large round baskets, two small round baskets, two large oval baskets, two small oval baskets, four bundles of thick weaving thread, three bundles of thin weaving thread and decorative stick on designs. It is called Basket Weaving. The third article, item 00410, is a knitting loom set which includes four bundles of yarn, two pom pom knitters and five assorted plastic needles. The loom and accessories are made of plastic and have a very limited functional use. It is called Knitting Loom. The last two samples submitted are referred to as the "Rainy Day Assortment", Item 00400. The two different craft sets are designed to introduce children to the basics of knitting and weaving. The forth set, item 00401, contains a flower loom, a spool loom, a tape measurer, a pair of scissors, a crochet hook, a pair of knitting needles and assorted colored yarns. Everything except the yarn and the tape measurer is plastic. It is called Crafts 1. The fifth set, item 00402, contains a round loom, a square loom, a pair of scissors, a crochet hook, four knitting needles and assorted colored yarns. Everything except the yarn and the tape measurer is plastic. It is called Crafts 2. The applicable subheading for the five craft sets will be 9503.70.8000, Harmonized Tariff Schedule of the United States (HTS), which provides for other toys, put up in sets or outfits, and parts and accessories thereof: other: other. The duty rate will be 6.8 percent ad valorem. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
