Dear Ms. Guerrero: In your letter dated August 24, 1990, on behalf of Newport Blue, you requested a tariff classification ruling. Four samples were submitted as follows: Style numbers 145147 and 145157 are two men's windbreaker-type pullover jackets composed of contrasting colored fabric inserts constructed of a woven 100% cotton poplin fabric. Style numbers 145773 and 145783 are two men's windbreaker-type pullover jackets composed of contrasting colored fabric inserts constructed of a woven 100% nylon taslon fabric. Each of the jackets has a partial opening at the neck. On style 145147 the opening is secured by four snaps. On style 145157 the opening has a three button closure. On styles 145773 and 145783 the opening is secured by a zipper. Each of the jackets has two front pockets at the waist. Style 145773 has elasticized sleeve cuffs and waistband. The rate of duty will be 10 percent ad valorem. -2- The applicable subheading for styles 145773 and 145783 will be 6201.93.3510, HTS, which provides for other men's anoraks, wind- breakers and similar articles, of man-made fibers. The rate of duty will be 29.5 percent ad valorem. Styles 145147 and 145157 fall within textile category designation 334. Styles 145773 and 145783 fall within textile category designation 634. Based upon international textile trade agreements, products of Hong Kong are not presently subject to quota restraints but a visa is required. The designated textile and apparel category may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Since part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes, to obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report On Current Import Quotas (Restraint Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
