Saurez Company Inc. 1425 N.W. 88th Avenue Miami, FL 33172 RE: The tariff classification of an imitation leather fabric from Venezuela. Dear Mr. Scally: In your letter dated August 24, 1990, you requested a tariff classification ruling. The representative sample submitted is composed of a cellular (expanded) polyvinyl chloride plastic sheeting on a nonwoven fabric base. The base fabric consists of a blend of polyester, viscose and polyamide. You provide the following specifications for the fabric: STYLE PVC WT. FABRIC WT. TOTAL Bonaire 1.8 mm 1,094/m2 156g/m2 1,250g/m2 The applicable subheading for the fabric will be 3921.12.1100, Harmonized Tariff Schedule of the United States (HTS), which provides for other plates, sheets, film, foil and strip, of plastics, cellular, of polymers of vinyl chloride, with man-made fiber textile components, over 70 percent by weight of plastics. The duty rate will be 4.2 percent ad valorem. Articles classifiable under subheading 3921.12.1100, HTS, which are products of Venezuela are entitled to duty free treatment under the Generalized System of Preferences (GSP) upon compliance with all applicable regulations. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). -2- A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
