Dear Mr. Bianchi: In your letter dated January 10, 1996 you requested a classification ruling. You submitted two samples of full size bed sets. The sets consist of a flat sheet, fitted sheet, two pillowcases , dust ruffle, two pillowshams, and a comforter. The comforter, bed ruffle and pillowshams are made in a woven blend of 65 percent cotton and 35 percent polyester. The comforter has a 100 percent polyester filler. The rate of duty is 4.9 percent ad valorem. Although classified as a set, the individual components are subject to textile category numbers as if they were classified separately. Accordingly, dust ruffle and pillowshams fall within textile category designation 369. The fitted sheet, flat sheet and pillowcases fall within textile category designation 666. The comforter falls within category designation 362. Based upon international trade agreements, products of Pakistan are subject to the requirement of a visa. The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes. To obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report on Current Import Quotas (Restraint Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177).
