Dear Mr. O'Shea: In your letter dated January 5, 1996, on behalf of Simon Marketing Inc., you requested a tariff classification ruling. The key is made of molded plastics, and measures approximately 4 inches in length, 2 1/4 inches in width, and 1/2 inch in thickness. It will be distributed to children by fast food chains during celebrations of special occasions. It is used by a child as a means to "unlock" certain objects during the celebration. The key may be personalized with the child's name. It appears to serve as a keepsake or memento of the day's activities. The sample is being returned as you requested.
