Scarbrough General Manager Scarbrough International 10841 Ambassador Drive Kansas City, MO 64153 RE: The tariff classification of automobile parts from Taiwan Dear Mr. Scarbrough: In your letter dated December 28, 1995 you requested a tariff classification ruling. The first item concerned is a Door Hinge Spring (Part #DHS-47). It is a black, horseshoe-shaped piece of metal measuring 3¬" from end-to-end. You state that it provides a "catching" function when opening an automobile door. The applicable subheading for the Door Hinge Spring will be 8302.10.3000, Harmonized Tariff Schedule of the United States (HTS), which provides for Base metal mountings, fittings and similar articles . . . for coachwork . . . : Hinges, and parts thereof: Of iron or steel, of aluminum or of zinc: Designed for motor vehicles. The rate of duty will be 2.7% ad valorem. The second item is an Outside Mirror Head (Part #OMH-47RC). It is a chrome-finished metal circular frame with an attached 1 " connecting arm and fitted with an inner-frame glass mirror; the frame measures 18" in circumference. The applicable subheading for the Outside Mirror Head will be 7009.10.0000, Harmonized Tariff Schedule of the United States (HTS), which provides for Glass mirrors, whether or not framed, including rear-view mirrors: Rear-view mirrors for vehicles. The rate of duty will be 6.2% ad valorem. The next item is a Fuse Block (Part #FB-62). It is an oblong piece of black, hard plastic with numerous square holes in it and white block printing under the front of the holes. You state that it's purpose is to hold fuses which operate various electrical functions. The Fuse Block measures 5"H X 3¬"W X 1" in depth. The applicable subheading for the Fuse Block will be 8708.29.5060, Harmonized Tariff Schedule of the United States (HTS), which provides for Parts and accessories of . . . motor vehicles . . . : Other parts and accessories of bodies: Other: Other: Other. The rate of duty will be 2.9% ad valorem. The last two items are an Outside Mirror Arm, Painted (Part #OMA-55RB) and an Outside Mirror Arm, Chrome (Part #OMA-55RC). The items are 11«" pieces of slightly-curved metal with a formed triangle of 8¬" circumference on one end and a 1" flat square formed on the other; there are holes at each apex of the formed triangle. The only difference in these items is that one is painted black. The applicable subheading for both of the Outside Mirror Arms will be 8708.29.5060, Harmonized Tariff Schedule of the United States (HTS), which provides for Parts and accessories of . . . motor vehicles . . . :Other parts and accessories of bodies: Other: Other: Other. The rate of duty will be 2.9% ad valorem. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177).
