Dear Ms. Thompson: In your letter dated November 9, 1995, on behalf of Omexco, S.A., you requested a tariff classification ruling. The two submitted sample books, styles "Villa Borghese" and Kilins", contain numerous swatches of paper backed woven textile wallcovering fabrics, borders and matching textile fabrics. These materials, as your letter indicates, will be used for soliciting orders in the United States, are not for resale and are valued not over $1.00 each. The applicable subheading for the wall covering sample swatch books will be 9811.00.60, Harmonized Tariff Schedule of the United States (HTS), which provides for samples valued not over $1.00 each ... to be used for soliciting orders in the United States. The rate of duty will be Free. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of the ruling or the control number indicated above should be provided with the entry documents filed at the time this merchandise is imported.
