You have submitted three samples of netting material used to make golf ball barrier fences measuring between 25-50 feet wide and 106-300 feet long. They are identified as Specifications: (A) item nos. 8500 or 8400, (B) item nos. 8500B or 8400B, and (C) item nos. 8152C or 8502C. All three fabrics are of open-work warp knit construction with meshes measuring between 3/4 inch to 1 1/4 inches square. They are not knotted netting. The three materials are made of these textile fibers, as follows: Specification (A) 900 denier polypropylene monofilaments, (B) 500 denier polyethylene monofilaments, and (C) high tenacity polyester multifilament yarns. The specification sheet indicates that the fabrics have double selvages, which means that extra yarns have been inserted during the knitting process to increase the edges' strength. The selvages are not folded and contain no tapes or grommets. J.A. Cissel Mfg. Co. will be importing the fabrics in the piece without the metal installation accessories.

Dear Mr. Lesser: In your letter dated October 6, 1995, on behalf of J.A. Cissel Mfg. Company, you requested a classification ruling. You have submitted three samples of netting material used to make golf ball barrier fences measuring between 25-50 feet wide and 106-300 feet long. They are identified as Specifications: (A) item nos. 8500 or 8400, (B) item nos. 8500B or 8400B, and (C) item nos. 8152C or 8502C. All three fabrics are of open-work warp knit construction with meshes measuring between 3/4 inch to 1 1/4 inches square. They are not knotted netting. The duty rate will be 13.6 percent ad valorem. The fabrics fall within textile category designation 229. Based upon international textile trade agreements products of Korea are subject to the requirement of a visa. The designated textile and apparel categories may be subdivided into parts. If so, visa and quota requirements applicable to the subject merchandise may be affected. Part categories are the result of international bilateral agreements which are subject to frequent renegotiations and changes. To obtain the most current information available, we suggest that you check, close to the time of shipment, the Status Report on Current Import Quotas (Restraint Levels), an internal issuance of the U.S. Customs Service, which is available for inspection at your local Customs office. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177).
