Dear Mr. Isaac: In your letter dated May 18, 1995, which was received in this office on July 17, 1995, you requested a tariff classification ruling. The sample submitted with your letter is identified as the "Perfect End." It is a cylindrically shaped device molded from plastics material, designed to hold and shape the end of a rope while it is melted to form a non-fraying end. According to the instructions, the Perfect End is slipped onto a rope using the V shaped opening at one end as a guide. The rope is cut flush with the straight end of the cylinder and pulled out about 2 or 3 inches. The end of the rope is then melted with a lighter and pulled back inside the cylinder until it cools. According to the header information, the device is available in diameters of 3/8, 1/2 and 5/8 inch.
