Dear Ms. Brenman: In your letter dated May 15, 1995, on behalf of Unique Industries, Inc., you requested a tariff classification ruling. The samples submitted are a baby's plastic bib with 1st birthday printed on it and "Balloon E.Z. Tie". The "Balloon E.Z." is a small plastic object measuring less than 3 inches in length which fits over the index finger. The item is designated to assist in tying a knot on an inflated balloon. The applicable subheading for the plastic bib will be 3926.20.9050, Harmonized Tariff Schedule of the United States (HTS), which provides for articles of apparel and clothing accessories (including gloves): Other: Other, Other. The rate of duty will be 5 percent. The applicable subheading for the "Balloon E.Z. Tie" will be 9503.90.0070, Harmonized Tariff Schedule of the United States (HTS), which provides for other toy: Other: parts and accessories. The rate of duty will be free. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
