Based on your literature, the shampoo, conditioner, bath gel and hand lotion will be imported in 1 ounce and 2 ounce bottles. These products will be sold to hotels and given away free to the hotel guests. The applicable subheadings and general rates of duty for the above listed products are as follows: PRODUCT HTS RATE OF DUTY Shampoo 3305.10.0000 3.9 percent ad valorem Conditioner 3305.90.0000 3.9 percent ad valorem Bath Gel 3307.30.5000 4.9 percent ad valorem Hand Lotion 3304.99.0000 3.9 percent ad valorem These products may be subject to the regulations of the Food and Drug Administration. You may contact them at 5600 Fishers Lane, Rockville, Maryland 20857, telephone number (202) 443-3380. This ruling is being issued under the provisions of Section 177 of the Customs Regulations (19 C.F.R. 177). A copy of this ruling letter should be attached to the entry documents filed at the time this merchandise is imported.
